Board of Education
ISECC is governed by two boards — the Governing Board and the Executive Board — that work together to oversee special education programs and services for students with disabilities in our member charter schools. All meetings are held in accordance with the Illinois Open Meetings Act.

OUR GOVERNANCE
Two Boards, One Mission
Under the Articles of Joint Agreement, ISECC combines the resources of its member charter schools to provide, coordinate, and supervise special education programs and services. Governance is shared between the Governing Board and the Executive Board.
FINAL AUTHORITY
Governing Board
Composed of one board member from each Member Charter School, selected by that school. The Governing Board is the final authority for ISECC.
- Approves budgets, policies, contracts, and personnel
- Hires the Executive Director
- Approves real estate and capital decisions
- Elects a President, Secretary, and Treasurer each March (one-year terms beginning July 1)
- Meets at least twice a year: an August budget hearing and a March organizational meeting
OVERSIGHT & PLANNING
Executive Board
Composed of one Principal or Director from each Member Charter School. The Executive Board provides fiscal and governance oversight.
- Develops the ISECC strategic plan
- Monitors special education programs and the Executive Director
- Recommends budgets, programs, personnel, and contracts to the Governing Board
- Elects a Chairperson and Vice-Chairperson each July (rotating one-year terms)
- Holds an organizational meeting each July to set the meeting calendar

Open Meetings Act
All Governing Board and Executive Board meetings are open to the public and are conducted in compliance with the Illinois Open Meetings Act. Agendas are posted in advance of each meeting. Remote participation is permitted as allowed under the Act, the Joint Agreement, and ISECC policy.
Special meeting notices and schedule changes will be posted on this page. The 2026–2027 meeting calendar will be published once adopted.

ISECC budgets are recommended by the Executive Board and adopted by the Governing Board at a public hearing. The fiscal year runs July 1 through June 30.
